I can propose the implementation of the project based on WordPress + ACF for convenient content editing from the admin panel by the site manager. I create responsive and cross-browser layouts for all devices. If PixelPerfect is required, it can be done, but PixelPerfect will only match 100% with the layout size of 1440px and above, meaning there will be a fixed inner container. Similarly, on mobile devices, it will match 100%, but the layouts between 375px and 1200px will be responsive (fluid) and will adapt to the user's screen.
