Ток если сайт комплекстно отвечает на все запросы пользователя по тогла можно ВЧ или СЧ запрос вывести в топ 1.

А что отвечал нужно комплексно заниматься сайтом

Нельзя все просчитать
От есть план а по нему сайт в топ 1 не лезит даже в топ 10 и нужно его коректровать.
Второе кто будет делать?
Обуликуйте нормальный проект с нормальным ТЗ что есть сайт, такие ключи в топ один кей приоритетный и его нужно взять топ 1. Срок на задачу обговорить с наполнителем.
Если тема серая так и укажите завуалированно, что тема серая вам и предложат цену и условия.
Сделайте нормально напишу Вам коммерческое по работе и план работы который я буду исполнять

Уточните пожалуйста, при чем здесь исполнение плана в контексте этого проекта? Результат работы этого проекта - это текстовый документ с планом действий. Со стратегией и приблизительными расчетами, другими словами. От исполнителя этого проекта не требуется как либо менять сам сайт или заниматься его SEO-оптимизацией сайта.
