В приложении? Сервер должен работать в отдельном потоке, что ли? Он должен уметь отвечать на HTTP-запросы (и прочие по мере необходимости) и слушать какой-то порт?
На каком языке реализация требуется?

Ладно, удосужусь и расскажу.
Драйвер принтера написан на php, это просто приложение. Которое по сети посылает управляющие пакеты на печать согласно протоколу. Которые приходят ему на stdin.
И то что, вы драйвера в виде голых классов "запихнете" на локальный веб сервер, то это вам ничего не даст. Потому как нужно еще куча кода, которое будет делать связь между "вашим приложением с корпоративным сайтом" и собственно драйверами.
То есть вам требуется разработка Windows приложения, которое не просто "будет показывать веб страницу вашего сайта". А приложение которое посредство http протокола выводить данные на печать через сервисный шлюз.
Так ,что именно вы совершенно не верно составили ТЗ или с умыслом "занизить стоимость" или просто "не понимаете архитектуры", надеюсь второе)) -
Все не так.
Весь код уже написан и протестирован.
Единственное требование к приложению (описано в тз) просмотр веб страницы и локальный сервер на котором выполняется php код.
