Нужна программа для работы с цифрами.
Ее функционал :
Работаем с файлом ексель или тхт - на выходе получаем файл с форматом тхт
1. Изначально Номера в файле в подаются в формате

Все они на выходе должны выглядеть так :
+380506545321
Если номер является не полным он должен быть удалён пример : 050654532
Все лишние записи кроме правильных ( телефон, имена записи , цифры и т.п) удалять из файла.
2. Удалять из файла все не подходящие операторы которые не начинаются на +38039, +38050, +38063, +38066, +38067, +38068, +38073, +38091, +38092, +38093, +38094, +38095, +38096, +38097, +38098, +38099);
3. Файл разделить по операторам ( существующий файл разделить на 3 Украинских номера и прочее ( коды предоставлю )
4. Перемешать файл ( чтоб операторы не шли по порядку
5. От файла 1 - отнять файл 2 тем самым убрать из первого все повторяющиеся ( одинаковые ) номера во 2 файле и выдать 3 -й файл с уникальными номерами
6. Разбить один большой файл например : 10000 номеров на равные части ( пример 10 мелких по 1000
