Основная задача программы – печать заполненной в форме информации на бланке по строго заданному образцу
то зачем вам все это ТЗ, особенно пункты с выравниванием по правому и левому краю?
не проще ли работать с шаблонами в которые просто вписываются введенные пользователем данные?
P.s. хранить пред файлы в БД? БД используется когда куча связанной инфы, а у вас только файлы которые все в одну таблицу полезут, не проще ли в папку рядом с программой все сейвить, если уж так сильно хочется знать что заполнялось раньше -
