Не могу ответить про "бюджет" потому-что нет такого понятия в целом. Деньги есть но готов их платить тем кто сможет реализовать необходимый результат работающий парсер с уклоном в работу с данными. А то многие пишут что у них опыт в создании парсеров, но не описывают как они с спарсенными данными имеют опыт работы.
