Думаю тут язык вообще не принципиален. Понятно что оптимальный выбор Си. Контроллер тоже не важен, можно выбирать с учетом цены и сложностью реализации (готовые демоборды имеют все на "борту" и требуют минимум подготовительной работы).

у меня будет плата со всем распаянным, в том числе и МК. нужно внутрисхемное программирование чипа, i2c, светодиоді статуса и digital out pin. Нужно подобрать условно дешевый чип.

Самый дешевый и удобный STM8, STM32. Конечно можно выбрать продукт от Mikrochip, но те что дешевые - устарели, а современные - дороги.
