вообще прелоадер, не выставляется на какое-то время. он отображается до момента полной прогрузки страницы.
можно конечно сделать, если страница быстрее 3-х секунд загрузилась, но прелоадер показывать всё равно минимум 3 секунды, но мне кажется это не нужно.
