Начну по порядку:
1. "Натянуть дизайн макет на сайт" - это создать новый шаблон в системе CMS. Если предполагаются установка сторонних расширений - то шаблоны и для этих расширений.
2. Без детального ТЗ работу делать невозможно, не ясен функционал и алгоритмы взаимодействия пользователей/ авторов. Посмотрел по ссылке на ваше приложение, почитал отзывы - всё сырое, требует доработки.
3. Создать новый сайт на любой CMS стартует от 500 долларов. Я работаю с Joomla с 2008 года. В декабре сделал 2 новых сайта на новой версии joomla-4 с эксклюзивным дизайном, на чистых файлах, без громоздких конструкторов страниц. Сайты визитки с небольшим каталогом - $900 и $1200.
