Взяться за проект не смогу, к сожалению, но дам совет: если Вам нужна гарантированная такая точность, то стоит исходить из применения либо однозадачной ОС реального времени, либо применения в качестве контроллера-пульта какого-то внешнего электронного устройства, которое будет обмениваться данными с компьютером, а он будет только ставить устройству задачу и принимать результаты. Многозадачная ОС типа Windows может исказить замеры времени.
