можно сравнивать с примерными координатами по вышкам мобильной связи, но для этого либо должен быть промежуточный сервер на который будет сходиться "сырая" информация, либо хранить базу на борту, после чего разговоры о минимальном потреблении от своего аккумулятора теряют смысл

Слишком широкострактуемое описание. Я включу глушилку за 100 грн и в пределах 10-20 метров не будет ни GPS, ни связи.

Как я понял, спец-технологии вам не подходят. Есть более "простые" решения. Можно при помощи дополнительных датчиков определять положение прибора в пространстве и рассчитывать координаты. Это даст приблизительный маршрут. Этот маршрут потом можно будет точно привязать к карте при помощи клиентского ПО: автоматически или вручную.
