Сильно не углублялся, но первое впечатление от задания на проект - некорректность постановки задачи, а отсюда весьма противоречивые параметры для решения этой задачи.
Можно для начала совместить с другим проектом по обучению...
Т.е. в режиме обсуждения в рабочей зоне проекта сформулировать требования (ТЗ) на разработку устройства, а потом уже начинать что-то паять...

Внимательно проработайте предварительные требования к задаче . Оставьте только основные требования , необходимые для определения завершения работы . Уберите лишние цифры и неоднозначно воспринимаемые требования .

С чего вы взяли что фотодиод низкочастотный?
Емкость прямопропорциальна току фотодиода.
Из этого следует что взяв фотодиод с меньшей емкостью вы получите пропорционально меньший ток. Мной лично уже было оттестированы все фотодиод имеющиеся на рынке. Данный фотодиод показал себя лучше всхех. А 3.3В ну так имеем что имеем.
