I see that the main thing here is not just to lay out categories and tags, but to ensure that articles, videos, forums, and announcements are properly linked without confusion in IDs. First, I will review the files and correspondence, gather all categories and tags into one registry, then create an ID mapping and a separate table of relationships between content types. After that, it will be easy to see which material is linked to what and where there are duplicates or missed connections.
I like to do such things carefully because if the taxonomy is skewed from the start, then all content starts to "drift." A first working version of the structure can be shown quickly so you can immediately check the logic and we don't go off track. Please let me know if there are already ready IDs for all entities in the files or if they need to be assigned from scratch? Should the relationships article↔video↔forum↔announcement be only direct, or are additional levels needed, for example, "similar content"? In what format would you prefer to receive the tables: Google Sheets or Excel?
