Mikhail, good day ! I believe that to re-design this logo it is necessary to use the following approach. First, leave the bird with a star on the shield, painting them in a more minimalist style. Secondly, take the name from the shield (so you can make it much larger and readable, complete it with a modern font). Third, you can use a little brighter colors, or by your wish to change them. At least, the color of the shield and bird can be made in the same color, then the interesting effect of "negative space" will come out.
