А что мешает удаленное включение ПК по сети?
В случае отсутствия такой возможности в биосе, что мешает управлять не кнопкой Power, а непосредственно питанием ПК установив автоматическое включение по появлению питания?

Wake on lan есть не на всех материнках + если завис ПК то не выйдет его перезагрузить.

Якщо блок живлення підключений до мережі, то загугліть 5vsb, на даному піні завжди є напруга 5В (за умови що БЖ справний, і підключений до мережі), і струм достатній для підключення мікроконтролера (струм може бути різний в залежності від БП, але для мікроконтролера вистачить)

К сожалению в данном случае это не особо имеет смысл тк везде разные ПК и разные материнки. Именно поэтому я и хочу запитывать устройство от usb тк на всех материнках что мне попадались была опция "power on usb when computer off"

К сожалению бывает что он сбрасывается по независящих от нас причин (пользователь, батарейка, сбои при работе). Правда редко.
