Учитывая различия требований согласно ранее выполняемых ТЗ, вывод очевиден - гибкость MS Office перед другими решениями вне конкуренции. Как бы не менялись бизнес процессы или их наполнение, поправить прикладную программу в офисе куда проще, чем вносить изменения в десктопное ПО, особенно если вдруг контакты разработчика потерялись, а исходников нет.

Могу также скинуть Excel, в котором есть 2 столбца и в первом сделан выпадающий список по значениям второго =)
