Это не ТЗ, а какая-то утопия верстки. Зачем столько лишних проблем создавать? -
Не понимаю зачем верстать сайт по технологии из 2010 года в 2018 когда есть адаптивная верстка (Flex-box , Bootstrap, Foundation) , это лишняя трата времени и денег .

Тз действительно раздуто выглядит. Если опасаетесь за скорость загрузки сайта. То можно именно на неё в конце вёрстки и ориентироваться. И проверить например через сервис PageSpeed Insights
