Конечно. Найти заточенного под экспертов исполнителя здесь или на специализированных сайтах. Понять компетенцию можно по выполненным проектам, в общении и так далее, но уж точно не требовать показать готовые решения. Со стороны в купе с Вашим рейтингом и статистикой выглядит, как банальное "кидалово"!
