1. Потрібно зробити певні налаштування в console.cloud.google.com для Вашого акаунту
2. Заповнити анкету для отримання токена для developer
3. Заповнити анкету для отримання публічного API

Причому пункт 2 і 3 розглядає в Гугл людина, а не програма, тому там можливий певний діалог
