WP can be done, but WP is a platform for posting articles on the internet, so it’s most likely that it’s going to be difficult. I am not a WP specialist.
With regard to the development itself, any CMS will not fit for your task. You will have to “break” them and support them under you. I recommend writing from scratch.

Я так понимаю, когда человек пытается зарегистрироваться, программы дает выбор "перевозчик" или "заказчик (хочу ехать)"
Далее в кабинете "перевозчик" может нажать кнопку , заполнить форму и выставить предложение. В предложении : "вид транспорта", "вид перевозки (пассажир, груз)", "мааксимальная дальность перевозки", "цена за каждый киллометр, заждый киллограмм", "предельная грузоподьемность (колличество пассажирова)"... и прочие детали...
Подобную форму заявки заполняет и заказчик ....
Между ними должны быть средства связи (встроенныый чат, возможность свзязаться по почте, интеграция с месеждарами...)
Платежная система...
И главное для пользователей - система поиска: по местонахождению, виду перевозки, дальности поездки, цене, прочему..
Можно ли это сделать на вордпресс? не знаю, можно ли найти все необходимые плагины. На вордпрессе точно можно сделать примитивный варинат - два вида объявлений в них пользователь оставляет свои контакты ... будет ли примитивный варинт популярен? Наверное сложный варинат надо писать на фреймворке Laravel , Simfony, если простой, то можно на вордпрессе
