Если у вас из материалов нет абсолютно ничего, то создания с нуля такого рода видео займет длительное время. Для начала нужно создать 3D модели окружения, техники, ландшафта - это можно сделать в любом 3D редакторе (Cinema 4D, Blender). Потом это все нужно отрендерить и анимировать - это можно сделать или в тех же редакторах, или уже в программах по работе с видео\анимацией (After Effects, Adobe Premiere). Ну и добавить музыку, монтаж, титры и эффекты - так же в любом редакторе.
Сделать это может как и один человек, так и группа узкоквалифицированных специалистов, а именно: 3D модельер, скульптор, 3D артист, аниматор, motion дизайнер, режиссер монтажа, аниматор. Удачи!
