1. то что администрация дала добро не дает право на сьемку в военное время на территории стратегического обьекта, такое разрешение должны дать военные
2. договорено как? устно? письменно? подумайте о такой ситуации - вы снимаете, и к вам подходят военные с вопросом какого ... вы снимаете? что вы им ответите, какой документ покажите и т.д.
сейчас военное время... оно очень много меняет в работе фото/видео -
