For remote call management, I would suggest an architecture based on SIP and WebRTC. This is a reliable and proven approach that will ensure real-time audio transmission between the web panel and the phone.
An APK with a SIP client (for example, based on PJSIP) will run on the Android device - it will receive commands from the web panel via WebSocket and make calls through a physical SIM card. Audio from the microphone and to the speaker will be transmitted via RTP streams, streamed through a media server (Asterisk/FreeSWITCH).
On the web interface side, management and audio communication will be organized through WebRTC - the user will be able to speak directly from the browser, and the audio will be directed to the phone and the interlocutor.
