I tried to perform through OFFSET, but after opening/closing the data check doesn’t work.
The second option through the names, but the problem is that if you save the range, after updating the contact list they will not match the required cells.

Добрый день,
Да, все верно есть лист с данными и нужно чтобы на втором листе выпадали данные в таком порядке - офис, отдел и ФИО.
Естественно конечный результат (ФИО) должны выпадать только те которые относятся к выбранному офису и отделу.
Как я писал через оффсет не работает после закрытия файла, через диапазон с именами не задалось у меня + стоит учитывать, что исходные данные постоянно будут автоматически обновляться -

Office 365. Не знаю какие у Вас данные, и как должно быть в итоге, так как не видел файла. Но в Вашем офисе есть замечательная функция FILTER. Возможно это будет решением. Хотя 1908 тут не знаю имеете ли её

дык макросом выбирать, который срабатывает на изменение ячейки листа, а в ячейку выпадающий список, который кстати можно тоже макросом обновлять если данные изменились... можно, конечно, через динамические диапазоны, но там мороки больше
