Есть кучу елементарных гайдов под windows 10 в которых все по шагам сделано.
Я думаю проще будет посмотреть их и попробовать самому. Там ничего сложного. Вы как минимум скостите значительную часть стоимости.
А ошибки проектирования, там описывается как лучше это делать там xaml разметка и она довольно проста
А вот запись на диск закажите отдельно просто

Вася, у меня многолетний опыт программирования - не с таким разбирался.
Но мне в несколько раз дешевле заплатить чем тратить время на то, что неизвестно понадобится ли еще.
