На сколько я понял под html вы имели ввиду полный комплект фронтона, html js css без серверной части php, но без серверной части нельзя сохранять данние в базу даних и файлы. Что влечет за собой невозможность администрирования через веб интерфейс администратором, только пользователями и сохранять в кеш информацию только для себя, Подобный пример змейки могу вам скинуть, я могу сделать как серверную версию так и фронтенд если нужно. Могу сделать администрирование через файл настройок в формате js Где вы можете менять путь к папке с ресурсами и игра будит преображаться, в общем нужно обговорить ваше видение что вам нужно.
