Потому что программисты не умеют верстать качественно. Они программируют.
Мало кто это действительно любит и верстает с удовольствием, каждому свое как бы.
А вот оценить HTML, его чистоту, чистоту кода, а так же в браузере банально потыкать туда-сюда, окно раздвинуть-уменьшить, проверить адаптив - я думаю тут справится любой более менее опытный человек, не все заказчики разбираются в верстке, и порой смотришь на сайт, а там куча багов, заказчик просто не проверил, поэтому тут нужен хотя бы тот же прогер, но лучше конечно верстальщик, ибо он знает как проверить верстку на 100%. -
