As you rightly noted, the key to the solution is Google services.
Solution for "optimal path"
For Step 4 ("Calculates distance"), we suggest using the Google Distance Matrix API. Its advantage is that it calculates not just the distance, but the actual travel time, taking current traffic into account.
Thus, the order will not go to the master who is "closest on the map," but to the one who can actually reach the client the fastest.
For Step 2 (client's address), the Google Geocoding API will be used.
Cost of using Google services
The Google Maps Platform has a very favorable model. Google provides a significant monthly free limit for using its services.
For many companies, this limit is quite sufficient to use these APIs completely free of charge. Payment is only charged if this large free volume of requests is exceeded.
Our proposal
We are ready to implement all the described logic "turnkey":
We will create a back-end in Python/Django as the "brain" of the system.
We will integrate Google APIs (Distance Matrix and Geocoding) for accurate master search.
We will develop a Telegram bot for masters (Steps 5, 6, 7).
We will set up all other logic (order reception, tracking coordinates, waiting).
Regarding the cost of development
In order for us to form an accurate cost for our work (development), we need a more detailed technical specification (TS).
The provided screenshot describes the flow well, but for an accurate estimate, we need to clarify details (for example: how orders are received via SMS/email, how GPS tracking of masters is technically implemented, whether an admin panel is needed, etc.).
