Я конечно, могу ошибаться (коллеги меня поправят), т.к. темой Телеграм Ботов занимался чуть больше года назад, и с тех пор могло что-то измениться. Но на кнопки в Телеграм-боте нельзя навешивать картинки. Можно отправить пользователию отдельно картинку, и отобразить отдельную кнопку с текстом (Например "Взять карту").

Это был камень не в Ваш огород, а в сторону тех, кто в ставках написал, что может реализовать Вашу задачу (в том виде, в котором она описана).Если кнопка (с текстом) отдельно, а картинка с картой отдельно, то вполне реализуемо.
Я ставку делать не буду, т.к. я Телеграм ботов умею только на 1С делать, а в Вашем случае, использование 1С будет излишним. -
