У пользователя под текстовым полем 4 вкладки (то есть может добавить 4 заметки). Какая вкладка последний раз была открыта - запоминается в куки и пользователю открывается именно эта вкладка пр следующем посещении сайта.
Введенный текст сохраняется автоматически. Для этого пользователь должен быть авторизован (если нет - виджет показывает просьбу авторизоваться)
Текст виден на любой странице. сохранение текста автоматически (ajax)
Опционально виджет должен фиксироваться, не поддаваться прокрутке, оставаться в колонке в зоне видимости
