Я специализируюсь на Unity разработке, но мне кажется, что вам подойдет Flutter, или даже конструктор приложений наподобие Appy Pie (подобных конструкторов много).
У меня был опыт разработки чат-игры, которая копирует функционал мессенджера - UI выглядит как мэссенджер, игроку приходят сообщения и он выбирает варианты ответа.
Верстка UI, который был бы похож на WhatsApp, была болью 🙂
Все-таки система UI Unity предназначена немного не для этого. Думаю что в средах, заточенных под верстку приложений, можно сделать то же самое намного проще.
