You have a very non-trivial input processing.
Checked, most of the described can be realized using raw input and a few more. But keep in mind what to do everything accurately according to your description will not succeed. For example, in the form of service, it is not possible. The service cannot have active windows and cannot process the windows communications necessary to work with hooks and the same raw input.
