Такого роду сервіс коштує в рази дорожче, і бек краще реалізовувати на nodejs, такий сервіс легше масштабувати, та легше організувати балансування навантаження між ланцюжком серверів для розподілу запитів, і кожну частину функціоналу потрібно створювати як окремий мікросервіс.
Але такого роду сервіс значно дорожче коштує

Також у такого роду сервісу потрібно застосовувати 2 типи БД, SQL (наприклад PostgreSQL), та NoSQL (MongoDB), на перший погляд сервіс нескладний але потрібно врахувати кількість потенційних користувачів та у фундамент закладати стратегію масштабування

Но тут таких денег никто не платил и платить не будет. Как это Вы месяц-два вообще без денег, под обещание работать будете? -
У такому випадку і неварто починати, то цієї суми якраз вистачить на теорію (розробку архітектури, підбір стеку, архітектуру БД, та інші моменти).
Багато бачив подібних звернень, але ніхто не враховує навантажень і по суті на wp можна зробити, але що далі ? Які перспективи ? Відповідь жодних!
Бо такий сервіс можна кваліфікувати до високонавантажених ресурсів, де критично важливо сформувати грамотно розробляти фундамент для масштабування та балансування на вантажень, а якщо робити на php це дещо класніше чим взяти то же nodejs.
Тому з бюджетом 4к, це марна трата коштів та часу. -
А ще краще на java, але ціна буде ще дорожча ніж на node
