The general idea of the map:
The main block - the map of Europe is used (1 image).On the left of the map list of active countries.When you click on any country from this list, you are switching to 2 level of the map (the country map with cities, 2 image).The list is also changing - cities appear and the link back.Also, when you click on the active country from level 1 (Europe map) on the map itself, there is an increase in the map and the transition to level 2.When you click on the "back" link, a shift to level 1 occurs.When you click on the city mark on the map level 2 - a redirect to the selected page occurs.When you click on a specific city in the list - there is also a redirect to the selected page.According to the styles, the lighting of the counts of the country occurs.Something similar is implemented here:

The counts of the countries can be taken from here.If this source is not suitable - you can take your on consideration, but it is important that the Crimea was part of Ukraine.The increase is realized in this example of the same library:
