The situation is typical: what you are doing by cleaning wp-config.php is fighting the symptoms. The virus returns because somewhere deep in the files (most likely in the uploads folder or in plugins) there is a hidden backdoor script that re-infects the system files on a schedule (via Cron). Simply deleting the code is useless; you need to find and remove the source.
What I will do:
I will scan all files with special software to find the backdoor (source of infection).
I will clean the malicious code in the database and files.
I will check the task scheduler (Cron) to ensure the virus does not download again.
