Если Вы внимательно прочитали то что написано в задаче, тогда не писали бы в обсуждение странную претензию-поучение, делайте предварительную ставку и я Вам отправлю и макеты и то что нужно обсудить можно обсудить в переписке или созвониться. Это вполне нормальная практика коммуникации тут и я уже со многими исполнителями так договаривался и успешно закрывали работу. В чем Вы увидели тут трату времени не совсем понятно.

Трата времени на то что ставь ставку, я моу изначально и 100 грн поставить. Потом Вы вышлите мне макеты и детальное т.з. естественно сроки и цена поменяются. В итоге Вам захочется найти подешевле и в этом трата времени.
Чтобы созваниваться вне фриланса, контакты можно предоставлять только после резервирования сейфа.
По поводу практики, это лично Ваша, в большинстве везде и всюду, сперва даётся чёткое представление о работе, после чего исполнители могут говорить свою вилку цен.
