Are we understanding the task correctly: you want to leave the GoIP-32 in room A and move the antennas to room B? What is the distance between them and how many antennas do you plan to move (all 32 or part of them)? This is needed to choose a real option: fiber optic extenders for RF, low-loss coaxial, or moving the gateway itself with remote control. Also, please provide a budget range for the "hardware."

Не получится разделить шлюз и антенны.
Нужно строить связку "сим-банк + шлюз". В такой связке шлюз будет выступать в роли антенок, без симкарт, а сим-банк будет "сервером" с симкартами и в зависимости от настроек, будет выбирать разный шлюз (по факту разные антенны), в тех местах, где необходимо. Отдельно вывести антенны в разные районы не получится. -
Добрый то есть не получится купить условно на распбери пиай плату и сделать так что бы антенны в одном месте ловили сигнал, через интернет передавали его на шлюз гоип и гоип уже декодировал его?

К сожалению, не получится.
Самый простой способ - это купить необходимое количество GOIP и поставить их в разных местах города и всехх их подключить к одному симбанку через интернет. Шлюз и Симбанк через обычный инетнет либо локальную сеть (впн) будут между собой общаться, без каких-либо преобразований. -
Это же радио сигнал. Вам надо полностью экранировать комнату установки шлюза, потом соорудить приемо-передающую антену нужного диапазона, приемо-передатчик с преобразованием в цифру и на другом конце все тоже самое ))))
