Problem. Corruption. Inaction of the National Anti-Corruption Policy Council https://zakon.rada.gov.ua/laws/show/808/2014#n21 

For the 5th year in a row (3rd year of war), its composition is not updated https://zakon.rada.gov.ua/laws/show/207/2020#n5 and no meetings are held. 

The situation is critical, as no other body performs its tasks, namely:

1) preparation and submission of proposals to the President of Ukraine regarding the definition, updating, and improvement of the anti-corruption strategy;

2) conducting a systematic analysis of the state of prevention and counteraction to corruption in Ukraine, the effectiveness of the implementation of the anti-corruption strategy, and measures taken to prevent and counteract corruption;

3) preparation and provision to the President of Ukraine of agreed proposals for improving coordination and interaction among entities that carry out measures in the field of prevention and counteraction to corruption;

4) assessment of the state and facilitation of the implementation of recommendations from the Group of States Against Corruption (GRECO), the Organization for Economic Cooperation and Development (OECD), and other leading international organizations regarding the prevention and counteraction to corruption, enhancing the effectiveness of Ukraine's international cooperation in this area;

5) promoting scientific and methodological support on issues of prevention and counteraction to corruption.

Under such conditions, it is unrealistic to expect any progress in the direction of preventing, countering, or overcoming corruption in Ukraine.
