2) Креатив не піддається вимірюваному опису в ТЗ. Але правильно платити людям за виконану роботу. Можна оплатити невелике тестове завдання, і по ньому оцінити креатив.
Отже, спочатку повністю оплачую маленький пробний зразок (3-4 перші блоки будь-якої сторінки сайту). Якщо зразок підходить (якісний креатив, упорядкований PSD) — переходимо до повного комплекту дизайну. Якщо не підходить — втрачаю 200 грн, шукаю наступного дизайнера.

Пробний зразок — 200 грн
Прототип (mockup) + дизайн-макет сайту — пропонуйте свою ціну. Вимагатиму відповідності ТЗ. Мені потрібен якісний сайт.
Обидва завдання оплачуватимуться через Сейф.
Терміни: не гнатиму. Пропонуйте свій термін.

А не проще ли frontend'y верстать с Zeplin или Avocode ?
Тогда особо и не нужна идеальная структура folders/layers/shapes -
Планується поступово розширяти сайт до 15-20 типів сторінок, + нові блоки на існуючих типах сторінок, + нові контрольні точки, + додатковий функціонал - тобто однозначно потрібен зрозумілий, коментований макет, а не щоразу заново робити редизайн+верстку+натяжку.
