I would note that Spine is better suited for animating individual elements (characters, 2.5D effects), while for assembling animations longer than 10 seconds, it is better to use After. I work in tandem with an animator, I draw, prepare the file for animation, describe how the animation should be, my colleague "brings" the picture to life.
From the project description, I understood that this should be a video, right?
If so, then maybe you need not a spine animator, but a person who works in After Effects.
The difference is that spine creates animation for video games, in-game animation, saves it in the form of code, which a programmer integrates into the program, while After Effects is specifically designed to create long videos and animated clips, with camera setup, exposure, etc.
