так це трохи не то що в ТЗ
ось ручний варіант
1. створив файл з ІПН/ЄДРПОУ (довжина файлу має бути саме скільки знаків у номері)
2. зайшов на сайт 1 https://ca.tax.gov.ua/sign - підписав своїм ключем з привату - скачав файл
3. зайшов на сайт 2 https://base64.guru/converter/encode/file - конвертнув в бейз64 - скачав файл
це і буде хідер -H 'Authorization:а проблема саме в автоматизації та форми реалізації та стабільності роботи - бо залежить від сервісів підпису
