За короткий период с вашей Страницы було отправлено слишком много сообщений в Messenger или в ее переписках було большое количество входящих и исходящих сообщений одновременно, доступ к папке "Входящие" для Страницы будет закрыт. После этого управление сообщениями на Странице должно происходить через API платформы.
