Так вот вам вопрос от специалиста: Ваша программа предназначена для выполнения на микроконтроллере, который включён в какую то электрическую схему и выполняет какие то функции (например изменение состояния логических входов и выходов и т.д.)
PHP - интепретируемый язык, выполняется на сервере или ПК (под интерпретатором).
В общем, если не вдаваться в подробности, то сама фраза "переделать код МК на PHP" звучит бредово.
Думаю вам стоит начать с того, что озвучить что делал данный МК, и что вам нужно получить на вашем PHP.
