Нужно разработать не дорогое решение, с помощью которого можно дозвониться первыми, как только квартира опубликовалась. 1-2 секунды между публикацией и автонабором номера.

1. Несколько потоков (можно с нескольких серверов) обновляют ссылки каждые 1/2 секунды и при появлении новой квартиры - идет автонабор номера по ip телефонии (тоже можно несколько потоков)
1.2. Несколько сотрудников сидят на готове с гарнитурами и готовы начать разговор при дозвоне.
2. Нужна простейшая веб оболочка, где:
2.1. Сотрудник может начать/закончить разговор/набор номера по данной квартире.
2.2. Видеть и редактировать данные по квартире.
