We have a rather complex project - and there is a very complicated lead generation process (expensive and not the target audience for now)
We need to find growth points - changing advertising (audience, creative, text), changing the website (some specific go-to-market actions - perform N actions, restart advertising, achieve profits)

Target audience - wealthy (super wealthy, the wealthiest in the world) people. Average check 3k+, and for sheikhs (conditionally) it is 10k+
Target actions - leave a casting (meeting with girls), secondary - register, visit the website

A long list of hypotheses that we have used (If necessary, I will provide access to the account, materials, and exports, etc.)

The very first hypotheses - High managerial positions (it was believed that there is money) + Luxury brands, Restaurants, etc.

The cost per lead - super okay. The problem - most leads are Indians and are not the target audience - they register but do not perform target actions (creating a casting)

Continuation of this hypothesis - Narrowed interests, added in the post text $1000 minimal order, etc. - to filter out non-target audience
Hit a super expensive CPM, but here it is not the target audience, neither region nor anything

The best hypotheses by sum - the hypothesis to target those who want the latest iPhone (iPhone 15, 16 has not been added at the time of publication)
Not a bad registration price - in general, the real price can be quite expensive - and more than $20 - the only thing needed is for target actions to be performed

Again, we did not hit the target audience, but the numbers are more or less

The last block - Lookalikes

If without a ton of screenshots and more concisely, what we tried:
1. Top managerial positions (CEO, C-level) * "often traveling abroad"
2. Expensive (not mainstream) watches
3. Clicked on the area (best places to live)
4. Only iPhones 15
5. Fitness Model, Casting, Elite Model Management, Bikini Lovers or Bikini Clothes
6. Lookalike - took 100 clients, launched lookalike 1% and 3%

In conclusion - the budget is experimental, I still want to launch traffic in general, this task is more about hypotheses, or about paired launches :) In cases where your hypotheses work well, I promise good tips (2-4 times the project amount)

In your case, I would recommend changing the lead processing funnel. For example, do not immediately direct to the website for registration - as trust in the site is not high among those with high income. It is better to direct to a WhatsApp manager (as WhatsApp is popular among those with high income in Dubai, as well as in other European cities), where automatic responses will trigger and the manager will connect to the client later.
Or direct the client to a lead form on Instagram where a properly built funnel will lead to the website or to a manager, who will then guide them to the website.

The manager should be a woman to increase trust in communication.
