Good afternoon, I am a 2D animator and have already worked on a similar project. It includes both raster and vector, I work quickly and with quality, I can animate raster normally, it turns out more lively, so to speak. Check out the 4 videos about the cat Pedro, he is raster and not static like beginners do. In general, feel free to reach out, the price for one animation ranges from 1000 to 2000 (500 if it's a simple animation), but it depends on the quality and complexity, some are cheaper and some will be more expensive. I have one red flag because I refused to work on a vulgar project even though we agreed on a normal one, so it's the client's fault. I'm writing this upfront so you know I don't engage in vulgarity, keep this in mind when choosing a freelancer.
