Monthly tools are usually 250-700 EUR depending on inbox count and data volume - Google Workspace 6-14 EUR per inbox, domains 10-15 EUR per year, Smartlead or Instantly around 39-100 EUR, Apollo or enrichment 49-300 EUR. Expected sending capacity - I would start at 20-40 emails per inbox per day after warm-up and scale to 600-1,500 emails per day only when domain health is stable. For staffing in Netherlands, Germany and Belgium, a realstic range is 3-8 percent total replies and 1-3 percent positive replies if the offer, data and segmentation are good. No magic numbers here =/

I have used Google Workspace, SPF, DKIM, DMARC, custom tracking domains, Instantly, Smartlead, Saleshandy, Apollo, enrichment flows, Google Maps scraping and job board scraping. For your case I would keep it lean and measurable - 2-3 sending domains, 8-15 inboxes, strict market split by country, separate sequences for warehouse, logistics, production, construction and industrial companies, plus AI personalization only where it can be verified by company data. There is a nuance here - bad personalization at scale can hurt more than a plain, precise message.

I would keep it simpler - first build clean deliverability infrastructure, then add lead sourcing and AI personalization after the first campaign data. for this scope I would estimate 900 EUR for setup and 12 working days. monthly tools are usually 120-350 EUR at the start, and partial management is usually 350-700 EUR per month depending on weekly lead volume.

THere is a nuance here - I would not push warehouse and construction contacts through one generic sequence. Germany, Netherlands and Belgium need separate wording, compliance checks and lead sources, otherwise deliverability will suffer.
