All network screen settings are on the screen.
Problem: emails are not sent via SMTP.
Previously, someone closed the ports for me, and someone from my server was trying to guess passwords on someone else's website.
Then we closed all outgoing ports. It may be closed through the system itself.

Підключіть краще якусь поштову скриньку та не використовуйте свій сервер, бо зараз скоріш за все ви вже в чорних спиках, а ще закрийте зовсім 25й порт, бо не зрозуміло нащо він вам там. Хоча підозрюю, що phpmail шле через 25й порт, а сам поштовий сервер не налаштований нормально. Проскануйте через https://mxtoolbox.com свій сервер і там відразу побачите, що у вас не ок.

Посмотрите сначала в своём еккаунте на Хецнере (в свойствах сервера раздел networking) нет ли там блока с формой запроса на открытие почтовых портов.
Если есть, то надо через неё отправить запрос.
Если там такой формы нет, то тогда надо смотреть дальше. -
