Многомерный масив делаю вот так

Сделайте перед return json_encode($tree_2, JSON_FORCE_OBJECT) и покажите

Скорее всего у него проблема, что ему не нужны ключи вложенного массива, судя по приведенной структуре json

Скорее всего нужно делать рекурсивную функцию, которая будет определять элемент как массив и его пересобирать в нужный json

Попробуй собрать себе образец json массива, а потом в том же онлайн декодировщике посмотри какой массив у тебя получиться.
Например для[PARENTS_ID] => 129 как должны выглядеть childrens в json ???
