Редактор - предпочтительнее всего phpstorm, за его умение работать и с git и с ftp.

Верстаю валидно + js/jQuery, IE9+ (IE8 - надо отдельно обсуждать). Работаю с jade+sass/less, grunt/gulp, Photoshop/Sketch, git. Пользуюсь IDEшками от JetBrains, есть андроид и симулятор iOS.
Сверстаю любой блок без бутстрапа и не хуже БС.
На счет приступить немедленно - надо сначала увидеть макеты и объем работ.
Оплата 200грн/час на карточку ПриватБанка.
